Tokyo demands 4 to 5 days minimum. Shibuya Crossing, Senso-ji Temple, Tsukiji Outer Market, teamLab digital art museums, Shinjuku's neon chaos, Harajuku street fashion. The city is actually dozens of distinct neighborhoods, each with its own character. You could spend a month and barely scratch the surface.
Kyoto anchors any cultural itinerary. Over 2,000 temples and shrines, including Fushimi Inari's thousands of orange torii gates and Kinkaku-ji (Golden Pavilion). Traditional geisha districts, bamboo groves, kaiseki cuisine. Three to four days covers the highlights, though a week isn't excessive.

Cherry blossom season (late March to early April) is the most famous time to visit. The exact timing varies by year and location, moving north as spring progresses. Tokyo typically peaks in late March, Kyoto in early April. Book 3 to 6 months ahead for hotels. Crowds are intense but the experience is worth it.

If forced to choose one, Tokyo offers more variety for a first visit. But honestly, skipping Kyoto on a Japan trip feels incomplete. The two cities represent different facets of the same country, and both are essential to understanding Japan.

Twenty-one days, comprehensive: Tokyo (5 nights), day trip to Nikko, Kanazawa (2 nights), Takayama (2 nights), Kyoto (5 nights), Hiroshima (1 night), Miyajima (1 night), Osaka (3 nights), fly home. Or swap Kanazawa/Takayama for Hokkaido.
Cherry blossom variation: Follow the blooms north. Start in Kyoto if blossoms are early, move to Tokyo, finish in Tohoku for late April flowers. Check blossom forecasts (published in February) to optimize timing.
Japan Rail Pass
The Japan Rail Pass covers unlimited travel on most JR trains including the Shinkansen (bullet trains). A 7-day pass costs around $200, 14-day around $320, 21-day around $410. Must be purchased before arriving in Japan through authorized vendors.
Tokyo to Kyoto cost
The math is simple. Tokyo to Kyoto by Shinkansen costs about $130 one-way. If you're doing that roundtrip plus any other JR travel, the 7-day pass pays for itself. It also covers JR trains within Tokyo and the Narita Express airport transfer.
The pass doesn't cover
The pass doesn't cover: Nozomi and Mizuho (fastest) Shinkansen trains (use Hikari, only 10 to 15 minutes slower), private railways, subways, or buses except a few JR bus routes. In Kyoto, you'll still need to pay for buses to reach many temples.
Strategy
Strategy: Don't activate the pass until you leave Tokyo. Use it for the travel-heavy portion of your trip (city-to-city moves and day trips). If staying put in one city, individual tickets may cost less.
Regional passes
Regional passes exist for specific areas (JR West, JR East, Hokkaido) and can be cheaper if you're not doing the full Tokyo-Kyoto-Osaka route. Calculate your specific itinerary before deciding.
Walk through Fushimi Inari Shrine in Kyoto at dawn. Thousands of orange torii gates wind up a mountain. The trail takes 2 to 3 hours round trip. Go early (before 7am) to avoid crowds and get photos without people. Free entry.
